Dale T. HouleDale is Chief Technology Officer for the North American Group of The Avraham Y. Goldratt Institute, LP. where he has been a partner since 1987. Dale has over 25 years of professional engineering experience. and has devoted most of his adult life to developing, implementing, and disseminating the Theory of Constraints (TOC) to include the TOC Thinking Processes and their related applications in the areas of strategy, intelligence, sales, operations, distribution, supply chain, finance, accounting, human relations, and project management. 


He spent two years as  co-designer and architect, and Project Team Lead and Technical Lead for Enterprise AIRSpeed a TOC-based enterprise-wide approach for achieving and sustaining Cost-Wise Readiness throughout the Naval Aviation Enterprise. This effort involves the total logistics chain integration of organizational, intermediate and depot levels of maintenance with retail and wholesale supply and transportation activities. TOC, Lean and Six Sigma methodologies are integrated into a single AIRSpeed methodology with the designed purpose to reduce cycle times, identify opportunities for increased time on wing, and reduce total delivered costs while supporting the Global War on Terrorism.  

Dale led the Brady Services executive team in developing an integrated management strategy for needed changes in their new equipment sales, installation, controls and parts businesses in order to position the company to address significant market opportunities; the business strategy development for Weyerhaeuser to identify and capture market opportunities; the implementation of a TOC-based manufacturing/distribution system design for Brush Wellman, enabling them to transition to a Market Demand-Pull® system; the implementation of a TOC-based manufacturing/distribution system design for Chicago Metallic Products. 

Dale is a Jonah’s Jonah Program® Trainer, and an acknowledged TOC Expert in Production/Manufacturing and Distribution.  He is a native of the State of Connecticut, and was born in the town of Willimantic. He received his Bachelors of Science degree in Mechanical Engineer from the University of Bridgeport in 1976, and his Masters of Science degree in Mechanical Engineer from the University of Bridgeport in 1979.
