Jeffrey B. Carr

Keynote
Mr.
Carr has over 25 years of experience in economics, economic forecasting,
tax-fiscal impact analysis, tax revenue forecasting, and preparing and
presenting state economic-fiscal data to bond rating agency personnel. Mr. Carr
has served as the consulting State Economist and Principal Revenues Analyst for
over 16 years and 3 gubernatorial administrations in Vermont. He serves as a
consulting economist to several Vermont state agencies and a number of
businesses and business associations in northern New England.
Previous to his employment at EPR, Mr. Carr served as Legislative Director and
Economist for a member of the U.S. House of Representatives. He also has served
in the Executive Branch of Vermont government (in the State Planning
Office—later the Office of Policy Research and Coordination), as Research
Director for a United States Senate campaign, and as Director of Research for a
national education organization specializing in federal fiscal policy analysis.
He has been the State Forecast Manager for the New England Economic Partnership
for the past 16 years. He taught economics in the Graduate School at St.
Michael’s College in Winooski, VT.
Mr. Carr holds an M.S. degree in Agricultural Economics and a B.S. Degree in
Animal Sciences from the University of Vermont. He currently serves as Chair of
the Essex Town Selectboard, Essex, Vermont—the second largest municipality in
the state, and is Chair of the Board of Directors of the Chittenden County
Metropolitan Planning Organization in charge of regional transportation planning
in northwest Vermont.
